Mozambique: Post-Emergency Reconstruction Programme in the Field of Meteorology 2002-2006

Technical coordinator in a project with the overall objective to decrease the vulnerability of Mozamnican society to adverse climate conditions, especially draught and flooding. This was reached through rehabilitation and upgrading of the observations network (installing a weather radar), improving telecommunications network and Weather Service Production System, training the local weather service personnel, and increasing the awareness of the Mozambique authorities and society about the meteorological and climatlological services. Partners Scanagri Finland Oy and Symlink Oy, total financing 3,9 MEuro from the Ministry of Foreign Affairs of Finland.

ColdSpots

The objective of project ColdSpots was to improve the present weather and road condition forecast models by establishing and utilizing a novelty database containing detailed local information on problematic road sections in Finland. Before this project, a lot of information was available in various databases, such as registers of road structure and traffic accidents, map information, road maintenance feedback and quality control data, but not in the reach of the developers of weather forecast models.

Project ColdSpots was co-funded by the Ministry of Transport and Communications in Finland, Finnish Road Administration, and the consortium of three public and private partners: Foreca Consulting Ltd (Project Coordinator),  Destia (formerly Finnish Road Enterprise) and Finnish Meteorological Institute.
ColdSpots' first phase started in 2005 with the first analysing and database forming phase, where a test set of some fifty most problematic locations were selected based on the information of the accidents occurred due to freezing and on the knowledge of the local road maintenance experts. In the second phase 2006-2007, this additional and more accurate information of ColdSpots locations were implemented in presently available road condition models. Detailed mobile observations with spectroscopic sensors of road surface state, friction, temperature and moisture are used in verifications and model development.
